Photocopy of a speech given by Smith, former Commanding General of the 32nd "Red Arrow" U.S. Infantry Division (1960-1961), at a celebration of the fortieth anniversary of the division's mobilization in 1940, and its World War II service in the Pacific Theater, 1941-1946. The speech gives the history of the division and advocates a strong U.S. military. File also includes a copy of the program for the occasion, with scripts of comments, including a brief recounting of histories of Wisconsin infantry units, 1861-1967.

The Wisconsin National Guard was established as such by Chapter 208, Laws of 1879, but it was preceded by both a territorial and a state militia (WIHV91-A663).
